With tremendous gratitude, Earn to Learn is proud to share the Earn to Learn Act was introduced on Thursday, September 21st, 2023 with bipartisan support in the House and Senate. This groundbreaking bill, inspired by the success of Earn to Learn’s innovative programs, will help students pursue a post-secondary education while minimizing their debt burden.

The Earn to Learn Act has received widespread support from both sides of the aisle in Congress, signaling a united commitment to improving access to affordable education.

Why we need the Earn To Learn Act:

  • Enables low-income, Pell-eligible students to attend and complete a college education with little or no student-loan debt.
  • Creates a college matched-savings program for participating students to set aside up to $500/year to qualify for up to $4,000/year in scholarship assistance – an 8-to-1 match.

  • Provides federal seed money to be matched by state-level programs, creating at least 250,000 scholarship opportunities over five years.
  • Requires that student participants complete financial capability training and put a portion of their savings toward their own education.
  • Significantly improves the odds that a student will complete their college education, as compared with peers who receive a Pell Grant alone.

What the Earn To Learn Act Does:

  1. Cost is a bigger obstacle to college enrollment and completion than ever before 
  2. Since 1980, the span of a single generation, the average cost of college tuition and fees in the U.S. has increased 1,200%. 
  3. Pell Grants and other financial assistance haven’t kept pace with costs, meaning many students graduate with significant debt or are forced to forego college altogether. 
  4. Debt associated with postsecondary education often results in young adults delaying their purchase of a first home, starting a family, saving for retirement, and making other important financial investments in their family and future. 
  5. Despite the increased costs, a college education remains one of the strongest investments an individual can make – college graduates earn more and have significantly lower rates of joblessness than their peers with a diploma alone. 
  6. Our nation needs a successful program to complement Pell Grants by improving college access and completion. A proven model already exists: Earn to Learn! 

Earn To Learn gets Results:

  1. Students who save toward a portion of their own postsecondary education and complete financial capability training are more likely to earn a degree. 
  2. Among Earn to Learn-participating students:
    1. 90% meet their monthly savings goals 
    2. 86% continue their education after their first year 
    3. 80-85% (traditional and non-traditional students) graduate within six years 
    4. 86% are ethnic minorities 
    5. 54% obtain a degree in STEM
    6. 63% are 1st generation college students 
  3. Most Earn to Learn scholars graduate with little or no student-loan debt.
